    1. Yes there is a confusion in this question. We have already contacted PNRD about this. But they never replied.

      You should follow follow Assam Panchayat Act 1994 where it is clearly written that it received the assent of the Governor on 5th May, 1994.

      In my point of view there may be a typing mistake in PNRD website’s about page.
